Kukkiwon Significantly Increases Presidential Election Voters from 1,300 to 2,000
March 14 (Fri), Ministry of Culture, Sports and Tourism Partially Approves Articles of Association Amendment – Number of Voters Increases by Approximately 50%
Kukkiwon has completed an amendment to its articles of association, which includes significant increase in the number of voters for its presidential election from approximately 1,300 to 2,000.
On March 14, the Ministry of Culture, Sports and Tourism (MCST) partially approved Kukkiwon’s requested amendment to its articles of association.
Under this amendment, the proportion of domestic and international recommenders of promotion test applicants registered in the Kukkiwon Information System (KPS, KMS) and with recommendation history over the past two years has been increased from 10% to 20%.
As a result, the total number of voters in the next presidential election will increase by about 50% from approximately 1,300 to 2,000.
To enhance fairness, individuals who have already been selected for other voter roles will be excluded from the pool of domestic and international recommenders. The increased number of voter is expected to better reflect the voices of a greater number of domestic and international Taekwondo practitioners.
Also, several amendments have been made to clarify the titles and terms of executives including the chairman and president.
Among the vice presidents, the position of "Training Center President" has been renamed "Vice President of Training."
By explicitly stipulating in the articles of association that the terms of the chairman and vice presidents (Vice President of Administration and Vice President of Training) end on the expiration date of the board members' terms, as per the current method for calculating the terms, any disputes over interpretation have been prevented.
In addition, outdated provisions such as those on the by-election of officers were removed, and the overall regulatory framework was reformed through rewording, clarifying whether the officers shall serve as standing or non-standing officers and specifying various timeframes related to officer appointments.
On February 20, Kukkiwon held its "First Special Board Meeting of 2025", reviewed and passed the amendment and submitting it to MCST for approval.
For the amendment to take effect, it must be passed with the approval of at least two-thirds of the board members and receive official approval from MCST.
However, MCST rejected Kukkiwon’s proposal to increase its nomination quota from three to five members on the Board Nomination Committee, on the ground for ensuring diversity. As a result, the committee structure remains unchanged, with 10 members - 3 from Kukkiwon and 1 each from World Taekwondo (WT), the Korea Taekwondo Association (KTA), the Taekwondo Promotion Foundation (TPF), the Korea Para Taekwondo Association, the Korea Women's Taekwondo Federation, the Korean Bar Association and the Korea Sports Press Association.
Since last year, by amending its articles of association in February, May and December, Kukkiwon has been committed to revising various provisions such as those regarding the officers including the board composition, disqualification criteria, dismissal procedures, political neutrality as well as those regarding meeting minutes (transcripts) and the enactment and revision of regulations and rules.
Following the approval of this latest amendment, Kukkiwon will proceed with the necessary follow-up measures.
