Kukkiwon Election Commission Urges to Take Special Caution Not to Violate Neutrality Duty in Regards to Kukkiwon Presidential Election

Duty to be applied to the executives and employees of Kukkiwon and anyone assigned, appointed, elected or commissioned by Kukkiwon as well as by the Technical Committee

Kukkiwon Election Commission to hold “Briefing Seminar for Kukkiwon Presidential Election Candidates” on September 15 at 3PM in the main building of Kukkiwon

 

Kukkiwon Election Commission urged to take special caution not to violate the neutrality duty in regards to the Kukkiwon presidential election held on October 6 (Thu).

 

The neutrality duty refers to the duty that prohibits those who could greatly influence the election from being involved in the election.

 

Exercising undue influence towards the election, behaviors that affects the results of the election and any other behavior indirectly or directly benefits a candidate in the election are all prohibited.

 

Individuals affiliated with Kukkiwon including World Taekwondo Academy as well as the executives and employees of Kukkiwon are subject to the neutrality duty.

 

That means, the duty applies to the executives and employees of Kukkiwon and anyone assigned, appointed, elected or commissioned by Kukkiwon, World Taekwondo Academy, World Taekwondo Research Institute, Kukkiwon Taekwondo Demonstration Team and relevant committees (Elder Council, Technical Committee, Rewards and Disciplinary Committee, chiefs of overseas centers and branches, honorary directors, advisors, Advisory Committee and other committees).

 

Examples of violations include, trying to get a specific candidate get elected or not elected, promoting the achievements of a specific candidate, participating in the planning process of an election campaign such as advising on the design of or what to include in the name cards of the election campaign, helping a specific candidate write speeches, providing election-related materials or information, introducing an official of the Election Commission and other behaviors that benefit a specific candidate in their election campaign.

 

On August 18 (Thu), by amending the regulations for president election administration, at the “2022 5th Special Directors Meeting”, Kukkiwon decided to extend the neutrality duty which had only been applied to the executives and employees of Kukkiwon, to individuals directly related to or affiliated to Kukkiwon.

 

Also, in order to ensure the integrity of elections, the regulation for presidential election was amended to prohibit the list of voters distributed to candidates during the candidate registration period from being transferred or lend to individuals other than the candidates or from being used for purposes other than election purposes.

 

Kukkiwon Election Commission will be holding the “Briefing Seminar for Kukkiwon Presidential Election Candidates” on September 15 (Thu) at 3PM in the main building of Kukkiwon.

 

The presidential candidates and relevant officials will be attending the seminar.

 

The seminar will cover, schedule for the election administration, candidate registration process and required documents, guidelines on voting and ballot counting, regulations for and prohibited behaviors in election campaigns, Q&A and requests by the Election Commission.
