Kukkiwon amends the rules on its presidential election, pitching in the election procedure.

Kukkiwon held the fourth Temporary Meeting of the Board of Directors in 2022 at its lecture hall at 10:00 am on Friday, May 27 to examine and determine the bills on the amendment of the rules, including the rules on its presidential election, the online voting rules, etc., and the organization of the election commission.

As the maximum number of electors dramatically increased to 1,300 from 75 through the amendment of the Articles of Incorporation last March, the rules related to the presidential election as the following procedure was modified.

First of all, the recommendation and selection required to organize the group of electors only once, and re-recommendation and re-selection shall not be made except that those recommended by a group are overlapped.

Any director or employee in Kukkiwon, World Taekwondo (WT), Korea Taekwondo Association, Taekwondo Promotion Foundation, Society of Taekwondo Grandmasters (9th Dan), Korea TAEKWONDO Association for the Disabled, Korea Women Taekwondo Federation and their affiliated group, that may give direct influence over the presidential election including the organization of a group of electors, who, intends to be registered as candidate must resign from his or her job no later than three months before the date of expiration of the term of office of the president.

However, to minimize the administrative vacuum and maintain the continuity of the issuance of a variety of certificates, in case of the election of the president of Kukkiwon, ‘resignation’ was changed to ‘suspension of his or her duty and authority’.

Accordingly, if even the current president submits to the Secretary’s Office the ‘written letter of intent for registration as candidate’ no later than three months before the expiration of the term of office just like Korean Sport & Olympic Committee and Korea Taekwondo Association.

The election campaign was decided to be reflected in the conventional method, including telephone, text messaging, e-mail (including social media), business cards, and introduction of candidates on a day of election and statement of opinion, etc., after the debates between candidates on policies.

In consideration of the realistic aspects due to the increase in the number of electors, the provision was improved that a candidate may have one campaign office and no more than three electron clerks.

The deposit money was increased to KRW 50 million from KRW 30 million, and the Fair Election Support Team members were increased to 10 people from 6 to prevent and monitor any violation in the presidential election and strengthen the crackdown activities.

The organization formed the Election Commission.

Kukkiwon decided to include seven members who are professionals from different fields additionally with one female member in the Election Commission.

The Election Commission will be organized no later than four months from the date of expiration of the term of office of the president, and the chairman of the board of directors will appoint at least 7 and no more than 9 employees with the consent of the board of directors.

In addition, Moo-Cheon Kim, Deputy Chief of Adminstration of Kukkiwon whose term of office expires, will continue to be responsible for his duties until the date of expiration of the term of office (October 16, 2022), and Director Sang-Hyeok Cha was recommended as President of World Taekwondo Academy, which remains vacant, but his appointment was rejected by failing to obtain the votes of a majority of the current directors present.

Besides, to expand the organization such as overseas national branches, 17 metropolitan branches, subcommittees, etc., Kukkiwon changed the name of the Committee for Registration of Taekwondo as UNESCO Intangible Heritage to the Promotion Unit therefor.
